METROPOLITAN REDEVELOPMENT (FIRST DEVELOPMENT)

Dear Mr. President,
Thank you for the opportunity to write you, I am Garry Lomotos Besana, 29 years old, from Pasig City, Philippines and would like to suggest a very large waste water treatment that is in an oval shaped boundary. It has a loop process and stages which is connected to a dam (upper part) and to the sea (lower part). I would like to refer the size of the treatment plant is as large of Quezon City's perimeter ( in the Philippines) more or less depending on the projected population to be supplied by water. My worst example is the National Capital Region in the Philippines which has many rivers and difficult to control and treat the water as well. The lower part of the treatment plant is connected to a port area (aligned) which is located near the sea so that it has a one direction treatment process. The treatment plant has a gate for release of water to lower it and a gate for sucking sea water so that the supply of water in the dam will not dependent to rain. On the upper left side of the loop, a landfill is to be constructed and connected to the flow to be able to treat the waste water before it goes back to the dam as its final treatment process. The treatment process loop is to be mirrored (rotated) for future expansion and projected population growth. Buildings and high rise structures are said to be last priority on construction. In between the treatment plant, there is also a train loop stationing for transportation and electricity distribution. The perimeter of the train stationing will depend on a one day operation travel duration.
In other words, an artificial river loop (man-made) is to be made which can be controlled by gates in lowering or adding amount of water. As compared to the national capital region in the Philippines which has many rivers but can't be controlled and the treatment plant locations are in different settings.
I wish there is a google sketch up here for me to draw my simple urban development including wind turbines below the port area, an airport below the landfill and a mining garbage below the dam. The purpose of the artificial river is just to transport water starting from the dam to the port area, landfill and goes back to the dam. It will prolong the perimeter of the loop to maximize the capacity and capabilities of water distribution in the dam above. The waste water treatment plants area placed and divided around the loop so that it will only have a single path of treatment process unlike here in our National Capital Region (Philippines) which is blessed with many rivers but difficult to be controlled and treat as well. It could be constructed around decades including excavation, elevations and grading but I think it could support future expansions demands, and water supply. As divided and placed alongside the loop, water supply distribution may take advantage an inscribe pattern flow. You may consider a stretched rubber band to simplify how will it look like.
This is also to suggest, your honorable President, of preventing immediate construction of skyscrapers and high rise structures. The budget will prioritize first the construction of man-made dam, man-made river with treatment plants divided around, gates, electricity distribution and other excavation or landscape works.
Consider a strip area/perimeter of Quezon City (in the Philippines) has an area of 166.2 sq. km while New York (in the USA) has an area of 1214 sq. km. Demography is to be considered in order to estimate the water consumption of the population in an urban place and also the size and excavation works of constructing dam (with waterproofing and bedding), the width and depth of man-made river and capabilities of treatment plants. The size of the dam will be expanded as rotation of strips (Quezon City area or larger) is increased.
Assuming half of New York City's land area (around 600 sq. km) is occupied by structures with people, and over populated as well, it may have around four rotated strips of Quezon City's land area (4 X 166.2 sq. km). You may consider four connected bananas. The dam's base length is more or less as long as 4 rotated strips total width. The dam area is good to be expandable or a twin dam (nearby) could be an alternative, projected or expected for another 4 strips (near and mirrored). Since the strips are just attached to each other, they could prevent the use of trains as fast as bullet trains.
Near the port area, a desalination plant (treatment plant division) is to be constructed in order to convert sea water into fresh or potable water. This will be the source of water distribution within areas covered near the port area. As the strip is mirrored, the port area doubles its area capacity for future congestion problems that may occur. The treated water from the port area will continue flow until it reaches near the landfill located about upper left side of the first strip. A treatment plant division is also constructed after or located above the landfill to treat the leakages from garbage before the water flows back to the dam / reservoir (top most). The second strip (mirrored) is considered as first strip's expansion.
Each treatment division will have mini dam (small catch basin) with gates and reinforced concrete wall supports. Those will serve as water stock or storage whenever the main dam ( large dam at topmost) will be repaired in the future or will have its restoration on big wall supports and parts after operating long, long years or decades. The treatment plant division near the sea will replace the main dam as source of water supply. The man made river and dams must be constructed on which they will be easily repaired including the gates of releasing water upon lowering the water level, fences, clearances and restrictions. As compared to natural river as water source, the man made river will have waterproof sidings and beddings as well as affected areas of lower dam wall supports to prevent leaks and liquefaction. Box culverts below on road's both sides are added in the road design to assure that flooding will be avoided. Each train station will have its electricity connections located at the back. It means that electric plants or power source will have proper stationing located at the back of train stations for an organize electricity distribution. A road between the train station loop and power source will serve as clearance.
In the beginning, the train stations and railway are just markings and space for wide roads. After the area is becoming populated where traffic congestions could be expected, elevated train stations or subways and railways will be constructed then. The road designs are just repeated and will be based on those most effective and widest roads constructed ever before. There could be certain improvements and revisions to be made and at least avoid the immediate construction of sky ways (super highways). Sky ways constructions are included on last priorities same as skyscrapers and high rise buildings.They will be constructed a region above the train station loop (railways) connecting or aligning the four strips.
I want to clarify the oval-shaped treatment loop. It will be as shaped of an arm chair. There is a narrowing part on the location of dam gate before the water flows back to the dam. Since the first strip is mirrored and rotated, a large area between the two strips will have the following covered regions. A beach on the bottom part that will be occupied by real estate industries in hotel and resorts, condominiums and commercial buildings. There is an option to provide space for an airport above the beach (with or without). Only half of it will be constructed on the beginning and the other half will be its expansion for the future. Above more, a mini dam (with treatment plant) could be provided which is connected between the extension (other route) of man-made river near the treatment divisions in first strip and the second strip as well. And above the mini dam, an area for coconut plantation is added. The coconut trees will have a wider space or distance between each other's. To remind that a landfill is to be constructed on the upper left portion of the strip, the coconut plantation will acts as wall for garbage odor(diffusion). Same as the airport, the land fill is to be mirrored (double the area). The mini dam will supply water to the beach, airport(with or without), and watering the coconut plantation. The length of the beach will depends on the length capacity of the airport or land fill (whichever of the two). Clearances are to be considered and man-made river in between the two strips may have gates. I didn't called it canal and man-made river instead because it sounds dirty here in the Philippines.
It is my choice to provide skyways after a region above the train loop system because I want to provide a highland region attached outside the main dam's face wall for the cow industry. It could be good for travellers for site seeing. I am a fan of New Zealand's cow and highlands scenery. The beach, coconut plantation, and the cow industry will add source for jobs, tourism, food and other business. The first two strips are intended for metropolitan redevelopment which is less luxurious prioritizing basic needs and expansions.
The capacity, grading and landscape of the man-made river is intended for fluidity and could avoid the construction of pumping stations or at least minimize the number. Here in Pasig city, Philippines there were many pumping stations placed because many areas are affected by flooding. Near the port area, wind turbines are provided for power supply within certain areas below the strip. If wind turbines and treatment plant divisions have higher capabilities of sustaining power supply and water purification with larger areas, each strips may be stretched or doubled. Perhaps it may stress out the worst scenario having China and India's population growth. The first and second strips are for humans.
The third strip is attached to the second strip. On the left side treatment plant divisions (with mini dam) of the second strip, the capacity and capabilities would be higher than of those in the first strip because there will be extensions (other route) to be projected and connected for water supply in certain portions of the third strip. The bottom part (large area) of the third strip will be provided by a zoo-forest which will be the separation or relocation of animals away from humans. The zoo-forest is intended to have levels (storeys) to maximize the space for the animals like humans occupying a mini condominium. It is also mirrored (double area) up to the fourth strip for expansions. The animals are categorized accordingly. Males and females could be separated and there’s a room or space for mating. Buildings for offices are provided to zoologists and botanists for their studies and developments. Zoo-forest is provided so that animals can't be disturbed by humans on their urban planning and animals can be managed and control their reproductively. Above the zoo-forest, a fish farm is to be provided to canning industry and feed most of the animals in the zoo-forest. They is a saying that there's still many fishes in the sea, how come in the ocean. It means that fishes multiplies very fast so the demand will not that be a problem. It is in the third strip and not that a priority. But at least in the fish farm (in-land), they could have savings using large boats and they will be able to manage the fish production easily. TV shows / channel like National Geographic Channel and Discovery Channel may take the opportunity to get scenes in the zoo-forest.
Sir, I'm sorry if this takes too long in explaining. The suggestions seem continuous and could have network effect. As a continuation Sir, a mini dam (with treatment plant) again is provided above the fish farm so the water can be lowered by gates and be replaced. It will supply water in the zoo-forest, other regions below and nearest areas above of it. The man-made river in the second strip will have higher capacity than the first strip because certain areas in the third strip will have waste water treatment and water supply through extensions or additional pathways. Back to the fish farm, fishes could be delivered manually by vehicles like truck vans to the zoo-forest for feeding. It could be eaten raw or processed. There could be also an option to provide gates where fishes can freely move to the zoo-forest considering clearances and connect transparent inclined pipes (glass with high plasticity) which will elevates them with the help of pumps and certain machine and place them to different small ponds for them to be easily caught and feed to the animals located at different levels/storeys. A good feature may be added if they could see fishes swimming in walkways or floor. It could be a good machine provided that it will be easily repaired, cleaned, detachable, and the parts are repairable. The buildings for the zoologist and botanist may have its most modern design and a good scenery may be seen above the building (roof top/deck or higher) looking the elevated zoo-forest. The trees on the forest must have wider distance between each other and most of them have fruits for additional feeding. Because of relocating the animals, they could use some forest wisely especially without rivers flowing for urban development and expansions but trees are replaceable to a certain areas.
The man made river in the first strip has an offset around several hundreds of meter away going left side from the sea line. A gate for releasing water may be placed more or less in the middle of the rightmost portion of the treatment loop. There will an additional pathway connecting the loop and the sea (right side). The gate must be near to the treatment division so that it will be easily monitored and it is camera operated. The water to be released must be at least treated. Each strips will have extra gate in the sea located below (bottom most) for releasing of water to avoid overflowing. Pumping stations may be added in the future for faster lowering of water level. Again, the water to be released passed treatment process (no sewage). Near the port area, there must be a widening portion in the man-made river which is already a bay. Boats can occupy two sides; in the bay and the other side which is in the sea. The water should first enter the desalination plant (with mini dam) before it continue flows. Gates are must be strategically placed to hold the flow, trap the sewage, oil spills, and garbage and collecting water into the mini dams. The wind turbines aligned near the port area may also consider as a good view to tourists and travellers aside from other source of power supply. In the beach area between first and second strips, a very wide road will be provided which will be placed by train station and railway in the future connecting the loop 1 and train loop 2. At the back of it power distribution will take advantage of the stationing. They should also consider water proofing in the landfill construction. Offices and residential occupancies for recycling, segregation and composting near the landfill area may use empty cargo containers for them to move or relocate if the garbage odor spreads more while it gets more and more.
Many would say that mini dams are redundant but they are the real source of an estimated amount of water supply distribution. They are intended to be set in divisions around the loop for proper phasing or zoning. The truth behind is the main dam (topmost) is not really intended to be designed to supply water within a large area nor projected future water supply demands. Otherwise, it is only a good placement for contingencies reserved for the future and large excess water as if it could cause floods. There is also a fact that roads and highways are not intended to be designed to carry heavy traffic and congestions but are assumed to be set first at an early period. There is an intention to limit the remaining areas or spaces for zoning or phasing occupied by community, vertical structures buildings or residential units making them less crowded.
It may add difficulties and more expenses if they will push to maximize the potential of a very large dam to supply very large area or reaching very far places. As mentioned, the main dam is just a good placement or reserved if they have plan to redevelop the near areas above the main dam. The mini dams are strategically distributed as if water is walking to nearby livable areas and the main dam makes water distribution closer to more upper regions. Time will come where the first and second strips are populated but before it happens, another treatment loop system connected to the mini dam in the third strip. Train loop system 3 will be planned inside the treatment loop system. The regions inside the train loop system 3 will now be occupied by more luxurious houses, high-rise buildings and skyscrapers. Before the constructions, modern plants for cement, filling processes and building materials are to be provided located above and take advantage the near the treatment division before the water flows back to the main dam. With this, expert architects and engineers will have their time to shine showing their most modern, world class designs and new construction methods. It will be also a reward for the sacrifices if Disney land is included. The fourth strip is for the irrigation and agricultural purposes.
The whole area would be ideal to be set after a mining operation done and located around several hundreds of meter from an existing progressive city. The reason why I didn't mention food, market, malls, factories, gasoline, petrochemicals cement plants, poultry, creeks, parking lots and buildings from the very beginning because they are common or automatic to spread whenever they want to put those type of business. I'm just emphasizing those having more impact in the system. For as long as they would take advantage the treatment divisions, they may considered as minor concerns as if they are already existing in the community. In the presence of few rivers, the construction of temporary treatment plant for drinking, washing and other purposes is a good preparation indeed. A set back from the sea line is to be provided and be resourceful for the excavated soil and other debris removal.
The duration of constructions in the first strip and second strip is not totally a sacrifice. It is just prioritizing order and system. The construction of man-made dam, river loop, mini dams and treatment divisions may also enhance their knowledge and experiences in hydrology and hydraulics. Though the construction of high rise buildings and skyscrapers is limited, they could conduct studies making those mid-rise and several high rise buildings as reference to have some updates on actual construction scheduling using their existing construction methods. They may use examples of more or less pure reinforced concrete, glass, aluminium, blocks, combinations or variety of construction materials with compressive strength patterns (as building rise) as comparison and data gathering for book references in project management, scheduling and quantity surveying. In modern times, real estate and land development industries seem minimizing the room spaces for them to be more affordable. I therefore suggest if they could manufacture new table form size intended more or less exact to a minimize area of building structure for convenience. Experts may do interpolations, extrapolations and statistics review so the desired dimensions of given structure (building) will meet the new table form considering work spacing and moving the table forms.
The fourth strip will be reserved for energy sources like biofuel, food, medicine, rubber and clothing. Agriculture is one of the most common industry existing even before. So I intended to reverse the trend as priority knowing those sources for food, medicine, clothing and energy are substantial. I placed the agriculture industry in the fourth strip because the existence of a progressive city nearby will be take advantage as well as its system, existing or flow of industries, importing, normal business operations, governance and adapt economic stability. The location of agricultural industry is strategically placed near the most dynamic part, the third strip so that, the manufacturing, processing and delivery on food, clothing, rubber, medicine and energy supply will be at its most effective, fastest, and convenient way as the third strip is specialized for the highest quality standards in infrastructures and high vertical structures. After around 30 to 60 years, the agricultural industry will be transferred or expanded to fifth strip, and so on, and so forth. It will be replaced then by the expansion of metropolitan redevelopment from the third strip. There should be a preparation on master plan projected for upcoming urban development in the fourth strip before the agricultural industry will be transferred to preceding strips.
I'm sorry for the terms I've used that may be misleading or inappropriate, hurting anyone is not my intended to. As my continuation your honorable President, I also consider the first three strips as a good preparation also for developing desert regions showing stages, growth, dynamic and continuity assuming that the fourth strip is located already in the desert line. The large modern plants placed in the third strip have very important role as prepared early for changing the top soil at a particular depth, processing or manufacturing the desert sand to possible useable products like processed sand (also mixed with clay soil, filling materials, plaster, etc.), glass ( solar panels, bottles etc.), tiles, bricks, potteries, candles, crafts, crayons, bowl, paint, sealant, epoxy, waterproofing, extenders and fillers with the use of percentages of its compositions or distributions( circle graph). The area covered by desert soil will be replaced with a processed soil (with water) for planting trees, plants and herbs for food, biofuel, medicine, wood, rubber, clothing and other uses. Assuming all states in the USA will have those four to five strips, each state will provide large train station and railways and they may already use train as fast as bullet train on its most modern design, environment friendly and safe.
For more emphases, the width of the roads must be exaggerated because of several factors that may affect like garbage disposals, hauling of debris, mobilization in construction, dry and wet goods delivery, and expected demolition clearances in the future with the use of heavy trucks and equipments. Similar to the advantage of loop treatment divisions and mini dams, if they push the potential of landfill of carrying large amount of garbage and maximized, reaching by those very far areas, the expenses might be greater as expected. It might also affect the road design capacity. As to look attentively to the size of Payatas dump site in the National Capital Region, Philippines (4 strips = more or less NCR.) which is 7.74 sq. km. in size and 2.782 km by 2. 782 km as assumed (square-shaped). They may consider 3 to 4 sets of Payatas dump site (to that kind of exaggeration). The total full length capacity of the landfill (mirrored or doubled) would be 3 X 2.782 = 8.346 km or greater to be used by all 4 to 5 rotated strips (above 600 sq. km). Meaning the length of the beach between the first and second strip would reach above 8.346 km long. The landfill location may not need to be centralized at all because of the existence of nearby progressive city. This may overlap some areas in both first and second strips.
Please let me clarify what I've mentioned before your honorable president, about omitting the fish farm. Otherwise, they may just include the collection of fish species in the zoo-forest placed in the large transparent glass pipes (high-plasticity, rubberized and easily removed by cleaning) for additional attraction in the zoo-forest. They may use other processed animal food instead, the same method of making crackers, snacks, and bread. Back with the loop treatment divisions, the settings may be take advantage for fire stations to surround the different phases or zones. There could be a coordination between the sanitation and fire prevention groups. There is an also option that they will provide police sections or offices located in each train stations within the loop which are more or less equidistant to each other's. The idea of not maximizing the capabilities of treatment loop system and water distribution is also to limit the length of the train railway system to take consider of the time interval between trains (proceedings by adding sets of trains as the passengers increases) suitability of loading/unloading of passengers.
By limiting the area of each strips, it will also lessen the complexities or hard times in design capacity calculations, traffic management, engineering, logistics and other analysis. It is also my choice that the roads will be named after those Hollywood stars and celebrities. Once the mini dams and fire stations are placed around the treatment loop process, water distribution, pipe installations, monitoring services and travel will be at its most convenient condition. Other option is also to place the cement plants, petrochemical plants and factories where they could take advantage the loop process and lessen the time of travel. In addition, they have to be meticulous in the population growth and depreciation of building costs and properties for occupancies and behavior from compressing them in a smaller region to the spreading of liveable areas.
As mentioned before your honorable President, the man-made river loop will add the capacity of the minidams which is very unnoticeable because of the speed and capabilities of treatment process and water distribution. That's the reason why I considered it like as rubber band. To estimate for possibilities, I refer about 1/16 of the land area of New York City which is equal to 75.875 sq. km. and which is around 1/2 size of Quezon City land area (166.2 sq. km.). I have to divide when did the construction of high rise buildings in progress started up to the present with the denominator of 16 to estimate the possibility in duration (something to that effect). The land property to be developed is automatically from the government ownership and if budget on roads and highways would be a problem, they may assume them as low grassland or open space (flattened) temporarily to prevent the immediate roads and highways constructions. The buildings in the first strip and second strip with respect to heights will be at its modest state as well as their costs for a meanwhile where the occupancy process will be 40% at the first strip (2nd strip = 0%) then transfer 40% again in the second strip (to that kind of trends). There is an option that buildings have the function on the Zoo-Forest studies and financing.
Challenges in architecture, engineering, science, mining and construction can't be disregarded for aspiring and dedicated people related to those fields. It is also an option if they will include aerial view effects similar to the INVERTED PALM ISLAND which is located below near the port area to both first and second strip. I intended to add a concept your honorable President, of building pattern like a curved keyboard where they can show the distinction between low rise, mid-rise, high rise & skyscrapers (super tall, mega tall) with a tidal effect in respect to heights & facade embosses from one building to the next as if there is a continuity effect. It is a good feature if those will have a lamp shade light effect (white light / back light). But the buildings must be designed to a maximize functionality such as google maps offices (globe), weather offices (entire world), manufacturer of maps (paper) offices, further biological studies, world records, and with those kind of scenario to be set in the INVERTED PALM ISLAND. This idea will be benefited in tourism, as scenery and as identity. A portion above the land fill will be a mining garbage for old vehicles, large tools & equipment, refrigerators, and other appliances for recycling or restorations.
To reiterate, if you don't mind Sir, the planning and construction of first strip and second strip showing stages and expansions could be considered also as an early preparation before organizing a reforestation activity and animal rehabilitation found in the third strip which is the dynamic part. There is also an option that they will add an inland coral reef sanctuary in between the Zoo-forest (may be lowered by gates) in the third strip and fourth strip as its continuity. The idea of reconstructing buildings with the same designs (repeated) would also lessen the budget for the total construction costs. Creativity and identity may be optimized using a theme and rhythm for each massive construction of buildings with the union of Architects, exterior/facade designers, fashion designers and artists categorizing type of concept, materials, patterns, embosses, light effects and combinations. In the absence of the sea, the construction of another main dam can be considered as substitute where water is transferred from one main dam to another, vice versa. They may just include those are applicable to the condition of the setting or exclude if not.
Way back to the table forms, they may manufacture them with different length standards for ranges of different building widths. The modernization, security, monitoring, empowering and restorations of weapo_s offices may be included also to the functionality of the curved keyboard building design as well as monitoring of text messages in cell phones, computers, phone calls, call centers, satellite studies, and spacecrafts (main office). They have to keep in mind that the possibilities for the urban development can be attained as for referring as example like in the Fort Global City, Taguig City, Philippines, its duration of planning, project management, construction, resources, budget, conglomerate or merging & capabilities of companies, availability of equipment, softwares, advancement in technology, comparison between Annual National budget between the Philippines and USA and Gross Domestic Product.
A variety of massive plantations found in the fourth strip will create studies, jobs, modernization and research. In regards with the table forms, I am also suggesting if they could manufacture them with different thickness at particular concrete load(compressive strength) with particular ranges of heights/floors as building rises. With detailed quantity survey, they must consider the following: beam & column length patterns (with respect to commercial length sizes of rebars up to 15m), compressive strength patterns (3000, 4000, 5000, 6000, 7500 to 10,000 psi) repetitive or with ranges of floors/heights as building rises, and tabulation of repeating main bars and ties/stirrups(all diameters) in connection to the compressive strength patterns. Meaning, there is a tabulation of quantities of repeated main bars and stirrups/ties for every concrete compressive strength patterns(ranges). The beam and column length pattern with respect to commercial length sizes of rebars is complex so, I leave those to the capabilities of the experts. I just want to stress out those type of certain logical/mathematical issues.
A few reminders are also to think about that trains are interchangeable and be scheduled. Bare to their mind that to prolong the train railway system is no match with the speed of the proceeding trains of collecting more passengers reaching farther areas. I was able to consider your honorable President, a paper with margin for each strips (rectangular as assumed) assumed as 17km.(long) X 10km.(width) (near to 166.2 sq. km.) with the train loop system(polygonal) having around 5km. to 7km. setbacks at the top, 2km. at the bottom and around 1km. both left and right sides. Note: because of the narrowing portion at the top of the strip, area increases for the lower part. I have also did some assumptions for certain calculations/tabulations such as: station distances(equidistant) 1.6km. to 0.8km., around 5 minutes of loading/unloading(consider other forms of interruptions) per stations, speed of 40km/hr to 80 km/hr and around 18 hours of whole day operation, something to those kind of mathematical issues.
Another feature may be added is to have digital scanner on bus gathering basic information of bus identification occupying bus stop at the very large mall with projected expansion (with parking areas), to be scanned and camera operated below(basement). The use of filter or oxygen cycle for carbon emissions may be added (something to those kind of processes). The application of genetic engineering or using applied science in lowering or decreasing the tree heights in the Zoo-forest will help to lessen the loading/weight since the Zoo-forest is elevated/levelled. Lastly, if support will be needed to coastal areas where man-made falls is applicable, due to the landscape of man-made river loop, the use of pre-stressed concrete (with admixtures, stones, etc.) connected by tendons/cables(with panelling) could be an option.
