RE:Request for funding to increase access of health services to the informal sec...

Dear Mr president , am based in Uganda and i have a written proposal of increasing access of health services in the Buhesi sub-county, Bunyangabu county (with 198,000 people)Kabarole district in Western Uganda through a community health insurance scheme.Due to high out of stocks the people are denied services and they spend alot on out- of- pocket expenditures on accessing health services.They are written prescriptions at the government facility and sent to the private facilities where they buy drugs without diagnostic services and in some cases get expired drugs since those in the private settings do not want to lose.My proposal is about purchasing land ,constructing premises, equipping it with diagnostic machines and drugs for the start,Other services like Dental , Antenatal ,paediatric , ambulance for referral services(where they will pay for fuel and the scheme pays the driver)will come on board up as the scheme grows.
A feasibility study was done in July 2011 and the people accepted to contribute by then $10 per person per year.
The scheme will be done in the following way. Purchasing of land,Media education on radio stations when construction is taking place,meeting the local Saving groups,talks in churches, talks in schools,and focus group discussions with the local leaders.
The people will be informed about what their package will be, where they will make payments and how the scheme will be conducted.The payments will be made in the bank, and the person will come with a bank deposit form,which will show that one has paid.The person's bio- data will be taken and an electronic card will be given to the person.On accessing services, the person will present the card, which will show when he paid and what services he accessed in the past visits and the cost implications involved per visit.This will help in analysing the services which are taken up most compared to others to enable further planning and expansion in the region.
Secondly in order to boost the people's income, am of the view of getting them fruits seedlings like mangoes, oranges, apples which they can plant and once they harvest them the scheme will set up a cooperative shop to buy them, add value to them and export them.This will enable the people to be in position to pay their premiums and also include all their family members since they will be earning and not feeling the costs involved.
It will also help the scheme to be self sustaining not depending on handouts and grants.
The financing we are requesting for is for buying of land, construction, equipping and administrative costs for three years since micro -financing takes long to pick up.
